It depends on what type of program you wish to pursue. The verbal and quantitative scores separately are more important than combined. Also, many universities take your analytical writing scores into account.

Of course, the GRE is not the most important thing when applying. Undergraduate studies, life experiences, and essays are all important factors.

The GRE has three sections with a maximum score of 2400. There may be some schools that will take you with a 1400 out of 2400 -- but you will have a hard time getting into good schools.
