I want to make a small table for my kitchen, to eat and work at. Just needs to be large enough for two people.

No offense to you or others, but small certainly can be purchased, likely inexpensively, and will be finished and ready to use, and look like it belongs,,,far more easily than crafting.

Sure you can make a compass from a string, a nail, and a pencil to the desired diameter. Sure you can build a pedastal for it from cast offs, or lumber,,, but you need to consider defining what you want to see, as much as how it's used.

I've been here a very long time, and even now use milk crates occasionally to support a DVD player, probably because I'm not strictly interested in FORM as much as FUNCTION. That might not relate, in your situation.

cut out a round piece of wood and put it on top of 3 stacked tires.

Or, you can buy legs that screw in a piece of wood at Home Depot pretty cheaply. Then put a nice tablecloth over it to hide the top.

Walmart. They have classy little glass pedestal tables for under fifty dollars.
