To me it means investment is leaving the area and going elsewhere. For example to China and India.

The Central Government or State Governments invest public money in several joint stock companies, large industries and mutual funds. This money is invested in the form of shares and stocks. A time comes when the government feels to withdraw its shares in parts or in toto. This process of withdrawal is termed as disinvestment. This explanation is for the benefit of common man.
