1. Exfoliate your legs before you shave to remove dead skin and impurities.
2. Wash and rinse in the warm water, or soak if you have the time. It opens pores and softens hairs, making shaving easier.
3. Then apply the thickest shave cream/gel you can find, against the grain to help make the hair stand up.
4. Shave in the direction the hair grows, not against it.
5. Make sure the razor blade is sharp, and don't bang it on the side of the sink/tub to remove hair and the shave product. Rinse it under the water.
6. After shaving, rinse with cool water to close pores.
7. Pat dry, never rub.
8. Use a good moisturizer after.

Make sure you aren't pulling or stretching skin when you shave. The entire process above is the best way to avoid them. Once they are there, you can use a sterile needle to release the embedded hair shaft. I wouldn't recommend it though, you can hurt yourself if you don't know what you are doing.
You might also want to try some of those bump products on the market for men, I'm sure they would still work for a woman's leg hair. Look in the shaving isle at your local store. If you can't find anything, try on line.

Razor bumps (Pseudofolliculitis barbae) are hairs that have curled back into the skin and as a result have caused inflammation - tiny red bumps. A common result of shaving, the hair that has just been shaved is short, rigid and has a sharp tip, which enables it to easily curl around and force its way back into your skin.

Here are several tips to help combat razor bumps:

• A completely effective treatment is to grow your beard out and this means that once the hairs are a certain length, they won't grow back into the skin.
• Use your regular scrub just before shaving to help raise the hairs from your skin, lessening the chance that they'll re-enter the skin.
• Don't shave upwards, against the grain of your stubble!
• Try not to pull the skin too tight when you're shaving.
• Using an electric shaver as opposed to a wet razor can help too, as electric shavers don't shave as close to skin.
• Shaving every other day can also help to alleviate the problem.

There are also several products that can help with razor bumps. I recommend using Tendskin which has great results.

I read something recently about taking a wet wascloth and gently rubbing your legs with it--kind of like a mild exfoliation but just with the wascloth and water. Try putting some conditioner on your legs too while you shower and then shave at the end of the shower! I use johnson's baby oil mist in the shower immediately after I turn the water off and barely dry my legs with the towel. good luck!

use a single blade razor instead of a double or triple blade razor. Double and triple blade razors tend to shave too close.
Routinely replace the razor blade to prevent infection
and to allow the blade to remain sharp.
Shave in the direction of hair growth
Do not pull or stretch or skin while shaving; let it stay
natural to prevent the likelihood of hair curving back into
the skin.

Try shaving the opposite way first . Make sure you apply lotion everyday to keep from drying out...the first sign to razor bumps is dry skin.

Apply moisturizers or creams rich in aloe vera (say 99%) after shaving and while your legs still have some water on.
If you don't find creams use baby oil or small amounts of vaseline.
