The shoe size is based upon the "last", the rounded oblong block used to approximate the form of the human foot used by a cobbler to help make or mend shoes. A 14 mens or 15.5 womens would be made from a 1 foot last. However, the length of the shoe itself would be longer. All shoes are different, so the size of a 1 foot shoe would probably vary by shoe.

A size 14 foot will be about 1 foot in length (12 inches).
I know this because my foot is a size 16 and it measures 12.6 inches, so my feet are over a foot in length each. The average male shoe size is a 9 1/210, a foot that size is 10 1/2 inches long.
Because shoes need to be bigger for the foot, my shoes are a foot and 2 inches + in length. (14+ inches)
