Fabricate it yourself. Go to the junkyard and get a scoop off of a Mustang GT or a Camaro, maybe an Eclipse. Take a plasma cutter and cut it out. Mark it on your old hood and cut out a tiny bit smaller. Take a body crimper and crease the hood and set the scoop down into it. Weld it on and your ready for the finish work. Good luck.

There aren't any on the market. You'll either need to weld on something, or get a fiberglass scoop and glue it on. Then you'll want to smooth it all out and paint it to match. Check out Summit Racing and J.C. Whitney; they've got a lot of hood scoops for adding on to hoods.

Are you serious?? You want a cowl hood for a Citation? I don't think they exist.

i have a question: why?!?!? And I have an answer: dont. The car is not possibly worth it and will look rediculous. Contrary to popular belief, scoops, bling wheels, sewar pipe-sized exhaust and large wings do not add any power or speed and do more harm to aerodynamics and bank statements than good. Save your money.
