"no purchase neccesary" nearly always refers to a means of circumventing UK gaming legislation. Unless you have a gaming licensce you cant run a promotion that requires the purchase of anything as it could be construed as gambling.

Yes, you may enter these 'no purchase necessary' promotions and have the chance of winning.Manufacturers use this ploy to help build up a mailing list and also to help publicise their product. By entering your mind will have been exposed to the product and the company. This is a proven effective promotional tool.
There is a monthly UK magazine "Writers News" which lists many of these offers.

They are legally required to do so.
If you are required to pay money in order to participate in a contest, then it is gambling, and most places consider gambling immoral and illegal (except when sponsored by the government).
So in order to avoid being charged with running a lottery in competition with the state, the fast food stores and cereal companies and other folks who use this gambit have to include the "no purchase necessary" offer, where you can write in for a free game piece.
See? It's a scam-scam.

There is always a way that you can send a request for a free game piece. If purchase was required it would be considered gambling. Giving money for a chance to win money or a prize is gambling, and their are only a few states where gambling is legal, and it is regulated in those states.

If a purchase is necessary it is covered by the Gaming laws and a license is needed and it costs more to promote and run.

This is one of those legal things - companies are not allowed to discriminate against people not wishing to purchase their goods! Yes, you can enter any of these promotions, but you usually have to apply for applications etc by post, enclosing sae; and yes, you are supposed to be able to win equally with someone who has bought the product - but, I wonder.....

there is no purchase necessary because the products that you may win are being advertised to you. you could with a jeep cherokee, or a sony dvd player, and so on. you see the promotion itself is nothing but a big advertisement.

If they don't say that, they'll be covered by gambling rules so to avoid that, they say "no purchase necessary". So to enter without purchasing, the company will always give alternative details of how to enter.

Can you force the poor kids to buy everything the rich kids have, The law requires free entry for those not able to "buy" a chance. A free entry can (in theory) win - but it is not likely. Greed prevents that - they want a winner that buys their product.
