I like how the Japanese make their Bosses when I had worked there as an Engineer. First, they come from rank and file. 2nd, if elected for management, it's a process of training over time.
In America, if you can talk the game, your management material. If you can make a profit and play the numbers your great. - Look at Ken Lay, an American example ! GREED! How many company doors have been shutdown due to GOOD/POOR Bosses?

A valued employee who is promoted based on his performance and potential, may turn out to be a lousy supervisor. Especially if the company doesn't value leadership training and policy. guidance.
A great supervisor is essentially a great employee, as he empowers others to succeed within the company.
