I live in the mountains and I have my best cactus indoors and I water it approx every one to two weeks. I also fertilise it twice a year. I have the most beautiful flowers growing from it at least twice a year.
I have heard too much water will rot it but if you have had your plant for a while you get to know it and how much it will take.
I have had my cactus for approx 10 years.
The ones outside are treated the same.Except if it rains, obviously I won't water them till they dry out.

I live in the desert. Normally we don't get much rain and no snow. I always water mine year round. About once a week is so for watering out door planted cactus because their is good drainage here (sand). But watch to see how long it take the ground to dry out in your area. You may only have to water once a month. I dig down about 5 inches to see if the ground is dry before I water. Potted cactus' need alot less water. If it rains too much I put potted cactus' in out of the rain or they rot if they get too much water. It depends on where the cactus is planted. Contact your local plant nursery and ask them about your type of cactus for your area.
