It's easier when someone takes the time to draw the reserved person out of their shell so ask a few questions, the rude person will answer most likely with one or two word answers while the reserved person will give you a better answer.

It's difficult to say from an objective point of view. The rude person would be behaving in a deliberate manner. A reserved person would be manifesting subconscious behavior.
The external characteristics might seem the same....apparent aloofness or shyness.
I have a hard time reading people in cases such as this. But over time I learned that there are more people who are reserved than there are rude.
Case in point would be the British. Their culture is generally a very reserved one...compared to the American culture. However, British folks are overwhelmingly polite but reserved...although many Americans I know believe that they are behaving "snobbishly."

A rude person is often empty within and it is to cover up the hollowness within he behaves rudely. A reserved person is not sure of himself. He is diffident for he is not competent enough to handle the situation. He has a low-esteem. He is to be educated about himself and shown what potentials he has in himself. A rude person isn't typically silent. They often have loud and abrasive personalities. A reserved person makes no comment when they have a chance of offending someone but sombody who is rude will only remain silent if it is in poor taste to do so.

A reserved person is often shy and hesitant in his manners. He seems to be always trying to appear to be invisible and seldom speaks his mind unless and until he is prodded, and often he speaks only when spoken to or asked about a subject. His words are minimal and speech is short. He needs to feel that what he is speaking of is of importance and meaningful to you.

a rude person would answer someone's question very rudely and it will show on his/her face that he/she is annoid with some thing and he/she is not happy.
on the other hand a reserved person does not talk too much or does not meet with some one very easly. but a reserved person when speaks to someone he/she would speak in normal tone and temper
