Yes you can, BUT! Considering a networking usb cord costs anywhere from 50 to 70 bucks, and the fact that it uses internet connection sharing which at best is a pain in the *** to setup, and the master computer needs to be on to allow a connection to the net, do your self a favor and invest in a router! A cheap wired router and nic cards which you may not need if your systems already have networking ports will cost you as little as 40 bucks!
You cannot make a usb networking cable either so dont waste your time! The cables have a networking circuit board in them!

Can you do it? Yes
Is it practical? No

By the time you get the USB hub, the software, the cable, etc, you will be spending as much or more that you would to buy a router. Plus you would be splitting the one signal between two PCs, so they would each run at half the speed. And the second PC can not access the Internet if the first PC is tuned off

Better to just buy a router. That's what they are made for. USB is not intended for that.

It is diffcult to a LAN connection between the host DSL pc and the client PC.
Use of ethernets ports is much easier...
You need a special software that will make your USB port to work like a LAN card
