Because when the hands are at this shape it gives the appearance of a smiling face, it always says 10 past ten or 10 to 2. It may sound stupid but it makes it seem happier and your in fact more likely to go for the "smiling clocks" then the ones set at anything else.

The logo is usually at the top. The hands frame the logo & draw the eye to that area. Learned that in marketing class.
