Definately not black as it will contrast, making the skin look pale. A light brown would be ideal

Depends on your personality.

If you are like me and just want to blend in and not really be noticed for the glasses that I am wearing, go with a muted, matte gold, light bronze or silver nothing shiny or dark in color. Matte or satin finished are much better than the shinny metals. Keep in mind that neutrals will match any color clothing you wear.

On the other hand if you are a highly confidant stand out kind of person and love attention then it doesn't matter what color you pick. You can have red or black frames if you choose. Bold colors give high contrast to fair skin tone draws them out more so than muted neutrals.

a black plastic square frame would suit you the best and would make you look intellectual

It really depends on your hair color as well as your skin color. I wish you gave more information.
