"Widely scattered" means about 20% of the sky. There are definitions for these terms given at the site below.
Quatitative definitions are signfiicant to pilots deciding what they will encounter (e.g. visual or instrument meteorologic conditions).

I think it means scattered showers over a large area like a section of a state.

It means that there's a large area where there is a chance of precipitation, but just because it is or isn't raining etc. in one part of that area doesn't mean that it will or won't in another.
