u r right! Eventhough Dubai is a tiny city, there is a huge difference between Deira and Bur Dubai.
The gap will tend to grow further between the two as Bur Dubai gets developing whereas Deira will be left with congested shops, buildings and crowded people.

no it won't there are also developments plans going on there are same new building constructing right now, and when they start Al nakhalah diera will be like jumairah, they demolished more that 90 old houses in alhumriaya near the port and they will build new ones soon... so area will be left behind in Dubai it will be fully developed
