hey, i really want to start shaving my legs ( im 13) but im not sure how to ask mum mum if i can, or if i can convince her to let me. any suggestions? thanks.

you should act bravely and tell your mom that you need help to do it. you should not try to convince her by saying "I am going to do it." you should rather act "i am thinking of it, could you possibly help me?"

I asked mine when she was washing dishes. I dont suggest asking her then, she dropped the plate. I suggest asking her while at the grocery store, that way you and her can pick out the razors, just casualy ask her while walking down the hygiene isle.
I am not sure how you can convince her. I convinced my mom by telling her ALL the other girls at school did, gave her a list of the girls, then told her I did not want to be hairy.
BUT I will say wait as long as you can you have a whole lifetime of shaving those legs ahead of you.

I shaved my legs when I was 10 with the encouragement of my older sister and without my mom's permission. When I showed her what I did, she asked, "Why would you do such a thing?" I remember that I hadn't thought I did anything wrong, but when she said that I felt so bad that I ran upstairs and swore that I'd die a rotten old hairy bush before I ever tried to shave again. That lasted a whole week. :)
Tell your mom that you'd like to try it. She may not be open to the idea. Moms don't like seeing their babies grow up. But explain to her exactly why you want to start shaving your legs, and talk to her like an adult....b/c you are trying to convince her you need to do an 'adult' thing. Good luck sweetie! One day when just the two of you are home, just say something like "Wow. My legs are so hairy, mom I need to shave" Or something like that. Just say something to her, and then go on about how in school, your friends shave, and you want to be able to wear skirts and shorts without being embarrassed. I'm sure she'll understand.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

Just approach her when she is in a good mood and come out with it. Be sure that you are ready though, once you start shaving your legs, you cant just decide to stop one day.
