It's a different context. For medicine, the issue is physiological process and above all body mass; by 12, one has sufficient body mass and a sufficiently developed physiology to safely take most adult medicines that are not directly hormonal in nature.
For legal decision-making, on the other hand, the issue is competent judgment. Traditionally in many countries, 18 is an age recognized as a time of shift into young adulthood from adolescence. In reality, because of developmental pattern changes, in the US at least, adolescence now extends into the early twenties at least, so 18 now marks the entrance into late adolescence. In any case, the brain's capacity for judgment and impulse control in particular does not appear, according to neuroscientific research, to be developed fully until around 18-20.
So it's just two different measures of full development.

Because by then it's about the size of one's body and 12 year olds are about the size of small adults in most cases.

its about the size of the person not really the age, the average size of a person that age is about the same size as an adult.

probably because doses are given on the basis of size... children around 12 begin to hit puberty n start entering adolescence which is near adulthood... does the answer make any sense ...err
