no don't tell then if she does do it she wont have protection and suffer the consequences pregnancy ,stds aids your friend may not be making good choices but at least she is smart enough to know to use condoms good on her.

Pat, can I just say that your website link is vile, preachy and archaic. No offence, though, but I don't think it's relevant to this question.
Of course it's perfectly okay to be curious about condoms. When I was in Sixth Form some Year Sevens (eleven, twelve year olds)brought a packet of condoms to school with them, and were messing with them in the playground, blowing them up, etc. I also remember having a laugh about a receipt I found which clearly said 'Durex' on it.
At your age, bringing condoms around does not necessarily mean a desire to have sex .If she is old enough and responsible enough to have sex, it shows she is being responsible. If she is thinking about having sex and she is under sixteen, tell her she should wait. The age of consent is there for a reason, and you and your friends are probably not mature enough to accept the consequences of sex.
Though with your generation, who knows...

I think the best thing you can do is to educate her, so she knows that if she has sex and uses the condom she could get a sexually transmitted disease and die or become pregnant -- condoms are a false sense of security. Using a condom is like driving drunk and thinking you're being safe because you're wearing a seat belt. Get good information on condom failures here at http://www.lovematters.com
If that doesn't work, then yes, I'd tell.

It's just a piece of latex. It isn't going to hurt anyone. She may be having sex, in which case thank goodness she's using them. I think it is more likely that she's just doing it for shock value. In that case, just ignore her. When I was in school some kids blew up condoms on the school bus and threw them around like balloons, when you're just learning about sex and all that it's hilarious and more of a rebellious thing than anything. No one got pregnant off of it, all they got was the thrill of owning something "forbidden."

How old are you?
Condoms are nothing wrong and she may just be curious about them. I don't see anything really wrong with her bringing one unless you guys are like in elementary school.
