It's a leftover from dos presumably it is retained to keep legacy software from being broken. There were several reserved device names "con" was one of them. It was short for console.

Not only CON try the following too

NULL
LPT1
LPT2
COM

Got the point! These are reserved device names in MS DOS. Not only folders; even files can not be created.

It's a short for connection, you can't create the folder in Windows Vista either

Because it's an old DOS component.
You can't (well, there's a way tho) create folders named "lpt1", com1, lpt2, com2 and so on.

but again... there's a way!!!!
To create it run this command:
md \\.\\c:\con

To verify it exist run this command:
dir c:

To delete it:
rd \\.\\c:\con
