The electronegativity of an atom is a numerical measure of the electron attracting power of an atom.various electronegativity scales have been devised , the very simple scale proposed by Mulliken
Mx - 1/2(I +A)
where M is the elctronegativity , I is the ionization energy ( the energy required for inoization ) and A is the electron affinity .
Flourine is rated as the most electronegative atom , and cecium the least electronegative one.
Electronegativity of atoms increases from left to right in the period of periodic table, and decreases in a group at the periodic table , thus O is more electronegative from N, and F is more elcetonegative from Cl .

Electronegativity is a measure of the ability of an atom or molecule to attract electrons in the context of a chemical bond.
The reverse of electronegativity, the ability of an atom to lose electrons, is known as electropositivity.

"The relative tendency of an atom in a molecule to attract a shared pair of electrons towards itself is termed its electronegativity".
Thus, the value of electronegativity of an element describes the ability of its atom to compete for electrons with another atom to which it is bonded. For example, In HCl molecule, the shared pair of electrons lie more towards Cl.Here, We can remark that electronegativity is not the property of an isolated atom.
Hope this woul help you

To be very brief and accurate:-
The tendency of a molecule/atom to attract the shared pair of electron is called its "electronegativity"
