Personally, I like Microsoft's new service. Office Live. It is technically for business, but you can use it for whatever you want. The best part is that they give you a domain name of your choice. They pay for it all. It is free to you including 5 email addresses. So you could get www.yournamehere.com and have emails like yourname@yournamehere.com. Check it out at http://officelive.microsoft.com/. There is also many other options like Yahoo's Geocities. But over all I think that the service from Microsoft is best.

You can see something easy but crappy here http://www.freewebs.com no one will like it. To do a good site you need to learn XHTML and _javascript. It will took you some time but you will make a great site. There is a good turtorial site http://www.w3schools.com. Also for palet i would recommend Dreamweaver 8 http://www.adobe.com/products/dreamweaver/ . Also you will need a host and a donaim. you kinda need a special program (like Dreamweaver) to make a website, and you need to download it on your computer, and you can make any kind of website you want. you can get these programs lots of places(Fry's, best buys, Comp USA, circuit city, etc.) and the prices range from $20 to hundreds.
