You do not state your environment. Most business IT departments have the capability to "remote control" onto your screen and they can see what you can see ... including open email ... whatever is on your screen, they can see. check with your company's policies on "monitoring" PC use. it's important ti understand that in a business environment, the term PC is a misnomer .. there is nothing personal about it, it is a Business Asset and, as such, is used at the discretion of the business and totally under their authority and control

Most ISP's dont engage in monitoring and in fact may get in trouble if they attempt to monitor you without your permission or knowledge.
