First of all the 's in "Let's" is for "us" so it's just "Let's go out tonight".
Dunno, I'm Canadian, I'd just say "eh?"
"shall we?" would work too.

The grammatically correct and commonly used expresson would be: "Let's go out tonight". This would be in response to: "What do you want to do?" or "What do you want to do tonight?"
