You are going to have to ask a customs broker and the Chinese exporters for accurate up to the minute info. But a quick Internet survey will give you some idea of the liberalisation of textile traffic under WTO rules.

What you need to know is the quota system, and whether and how you can get within it. I see some stuff on the Internet, using Google to search under various terms. But the amount of time required to get what you need is more than I can spend on this. And whatever you do find online you're going to have to confirm with the textile guys at the European Commission in Brussels and the China textile export association.
