A Ventura County Community College District police officer was arrested at gunpoint while on duty early Thursday morning on suspicion of driving a campus police car while intoxicated as well as being under the influence of a controlled substance.

California Highway Patrol officers ordered Todd Adams to pull over after noticing that he was driving the squad car erratically along Highway 23, said Capt. Cliff Williams, commander of the CHP's Moorpark office.



"It was a very awkward situation for the (CHP) officers involved," Williams said Thursday afternoon.

A police dispatcher had sent out a notice earlier that a patrol car was seen weaving around.

Adams drove past CHP officers who were stopped along northbound Highway 23 next to where Caltrans is working on a freeway-widening project, Williams said.

"When the unit went by, officers observed it was being driven in an erratic way consistent with the call sent out by the dispatcher," Williams said.

Officers gave chase. Adams pulled over more than a mile away along eastbound Highway 118 just west of Simi Valley, Williams said. He said officers drew their guns because they knew that Adams would be armed since he was an on-duty police officer.

"They were concerned for their safety and the safety of Officer Adams," Williams said.

Officers ordered Adams, 42, out of the car. Williams said Adams was arrested after failing some roadside sobriety tests.

Williams did not say what controlled substance Adams is alleged to have used.

James Botting, chief of the district's Police Department, declined to comment when asked about the controlled substance. Botting also would not say how long Adams has worked for his department.

"All I can tell you is that we're in the process of initiating an investigation," Botting said.

Adams was taken to the East County Jail after his 3:55 a.m. arrest, Williams said. He was later transferred to the county's Main Jail in Ventura, where he was being held Thursday afternoon. His bail was set at $15,000.

Williams said the CHP contacted Community College District police after the arrest. District police went to where Adams' squad car was parked and retrieved it, Williams said.

The Ventura County Community College District Police Department has 18 sworn officers. Its mission is to investigate crimes and provide security to district students, faculty and staff members, and visitors.

"Our officers are dedicated to providing a safe and secure environment for our population of over 38,000 at Moorpark, Oxnard and Ventura colleges, as well as the East Campus in Santa Paula and the District Administration Center in Camarillo," Botting states on the department's Web site.
