A "colorful character" is someone with a big personality. Someone full of life, well rounded, interesting, usually happy go lucky. It is a positive way to describe someone who stands out & is different.

Saying someone is colorful can mean many different things. The context of the statement is important.

He uses colorful language. ( Could mean he writes vividly or cusses like a sailor. It depends on context.)

Ernest Hemingway was a colorful character. (That would most likely be using meaning # 3... not ordinary or predictable: characterized by unusual, unconventional, and sometimes illegal behavior no attempt to hide his colorful past)

To characterize a whole people as colorful...again, that meaning would rely alot on context. It would mean different things in different situations. Take this statement:

What colorful people. (Picture a staid British speaker referring to a crowd of gypsies.)

Now erase that image...and
(Picture a nun saying this on being released from jail.)

Sometimes this is used by newspapers or the electronic media when talking about people who may either be or associate with "gangster" type criminals. To avoid being sued they will often describe them as being "colourful identities". Often these people may be suspected of being criminals but because they have never been charged or (through having a smart lawyer) have never been found guilty of any crime it is only carefully disguised innuendo that can be broadcast or printed.
