Yes, you are right, some men accentuate their swagger, but so do some women accentuate the hip swing.
Men and women walk differently because the 'equipment' is different. Men walk and sit with their legs wider tp accomodate their bits and pieces !! Women walk the way they do because the centre of gravity is different to men.
Just another example of how different men are from women.

I honestly think they only do that in public to make themselves look like big men, like puffing out there chests and holding there arms funny so they look all buff and muscly. What they don't realise is that it is very unattractive and makes them look like complete ponces. This is what makes us women different, when we walk we can't help but use our hips as we have a lower centre of gravity than men, which is why it looks better, it's nature!
