simply put.chrome is a metal that is bonded to another metal by electrolysis(electroplated) copper is first plated onto the base metal then over plated with chrome

Unfortunately, chrome has to be electroplated.

You may want to try a product from the rustoleum line to restore a better metallic look. Otherwise, get ready to shell out the dough.

I think it actually gets dipped in a tank. My father got his bumper re-chromed for a '63 Olds that way.

....or even more simply put, no, chrome cannot get re-sprayed, it needs to be electro-plated which is a process which specialized companies do.
