Moisturize every day after your shower (along with the rest of your body) as this will keep your skin's healthy elasticity intact for as long as possible.

Also, there's a simple exercise you can do that's supposed to help. Jut your chin out, lifting your head up a little until you feel the skin under your neck become slightly taut. Now gently open and close your mouth repeatedly to tighten the skin. Not recommended if you have any sensitivity in your jaw.

I haven't tried the exercise (I have jaw problems), but I do moisturize on a regular basis, and it is helping.

Before you try and treat this condition, first try and find the cause. Have your doctor run a blood test. More often then not this is heredity. Don't get discouraged from trying to find a remidy though keep in mind that results will probably be minimual. Also another main cause for under eye discoloration is allegerns. If this is true in your case you have three options: treat the allergy, remove the allergen, or avoid whatever it is that is causing the reaction. Make sure to get enough sleep at night. Iknow several answers already included this tip but that is because it is a vital one! Lack of sleep cause paleness in the skin increasing dark appearance under the eyes. Some believe that simply not lying down enough reduces circualtion and is the cause itself. Make sure you have a good intake of vitamin and calcium. Try an overnight masque. There are several products out there that specifically target undereye discoloration. You can also create your own. Wet a cloth with cold water and ring all the excess moisture out. Place it over your eyes while you sleep. Try finding an eye cream in your local drugstore with vitamin k and retinal. Lack of vitamin k also may be the sorce of your problem. Long term daily use is recommended for best results. There are many other treatments such as cool tea bags, ice cubes wrapped in a soft cloth, and cold cucumber slices all applyed to the eyes for 10-15 minutes. The tea bags are said to be the most effective method because the tannin in them reduces swelling and discoloration. Avoid rubbing your eyes! This irritates skin and might break the tiny capillaries under the skin which causes undereye circles. Reduce salt intake. Excess salt causes the body to retain water in unusal places which might explain puffiness under the eye. Also too much salt impairs circulation and causes blood vessels under the skin to appear bluer. If you smoke, stop. Besides all of the other problems smoking can cause it makes your blood vessels more prominent and appear bluer under the skin. Lastly, if all else fails, cover your problem with cosmetics. If you have already tried this and it hasn't worked, you are using the wrong color concealar. Yellow and peach-toned concealer will cancel purple, blue, and brownish undereye circles while pink-toned concealer can actually make circles more noticiable. After applying set concealer with a light dusting of translucent powder. I hope this has helped!
