This entirely depends on the country. Most countries have some sort of method of getting driver training. In the US, this is typically done through the school system's Driver's Education courses. This covers both theory and practical driving.
In the UK, you must pay for lessons, or learn on your own.
There are good books in just about any country regarding the rules of the road. This is good to memorize, as most countries require you to pass a theory test, which measures your knowledge of vehicles, and the laws related to using them. Once you pass this theory test, you are typically able to apply for a learning permit, or provisional license. This allows you to drive in a restricted manner, typically requiring you to be with an experienced driver. Once you feel comfortable, you can then take a practical test which measures your ability to put theory into action, and actually drive. If you pass this, you may then apply for a driving license.

The first step is to go to the DMV and get the drivers hand book. Read it carefully and and make sure you understand it completely. Learning all the rules is very important. Then go and take the written test. Upon successfully passing the test either take professional driving instructions(preferred) or have someone responsible teach you how to drive.
