At room temperature (25 C), carbon is a solid. Carbon has the highest melting point of all the elements.
Melting Point: 3823 K (3550°C or 6422°F).
Boiling Point: 4098 K (3825°C or 6917°F).
Even in a near vacuum on earth, it would still be a solid. Some lighter elements will vaporize with a reduction in pressure, but this will not happen with carbon.
This is why carbon fiber is used as material in the brake rotors and pads of Formula 1 racing cars because the brakes will not "fade" (lose friction) even when they are heated glowing red at over 2000 degrees C.

Allotropes of carbon, diamond and graphite.
Both connected by strong covalent bonds giving rise to high boiling points. Therefore both are solids at r.t.p

There are more than 2 forms of carbon. There are numerous allotropes of carbon (meaning they have different molecular structures so they each have different properties). The state that carbon will be in depends on the molecular structure.

carbon has the highest melting/sublimation point of all elements. At atmospheric pressure it has no actual melting point as its triple point is at 10 MPa (100 bar) so it sublimates above 4000 K. Thus it remains solid at higher temperatures than the highest melting point metals like tungsten or rhenium, regardless of its allotropic form.

A high quality Diamond is as close as you can get to 100 percent pure Carbon. I guess that should answer your question.
