I read on CNN.com that some guy in California gave some kids a 40 mm shell to play with. It exploded and killed two of the kids. What kind of shell is that exactly? I'm confused as to why someone would give kids something like that to begin with? Is it like a shotgun shell or what?

A 40mm grenade maybe. Shell is usually used to refer to an artillery shell. A bullet is a firearm or gun round. The number refers to the diameter of the base of the item, not the item's length. Trying to think oh yeah...If you remember seeing the movie terminator 2. When Arnie as the terminator says his "I'll be back" line and goes and starts popping off those tear gas grenades at the police officers so he won't kill them, the thing he is firing them out of it MM1 multi-round projectile launcher. It has a clip of 40mm grenades and fires them off semi-automatic. The grenades can be of any type: gas, spotter/powder [those are always good for a big mess...Thwunk.....POOF!!! powder everywhere], HE or high-explosive, etc
Some other movies have the M-203 on the bottom of an M-16 rifle[the m-16: all plastics parts made by Mattel..honest!!]. The M-203 also fires 40mm grenades, but the person has to eject spent casing and then load another grenade one at a time. The fun thing is the Mk-19 grenade launcher. Imagine a belt of 40mm grenades. The Mk-19 is usually mounted atop a vehicle such as the hmmwv and is "full auto" meaning that as long as you hold the "trigger" down and there are grenades left on the belt it will thump them out. It is not rapid fire, only about one every .75 second.

Now, why would some idiotic moronic imbecile give a live round to kids to play with? Oh did I just sort of answer that. If not, my real answer is: I cannot fathom why.

It's some sort of military artillary shell. The guy who gave it to the kids swears he removed the powder and firing pin, etc, and that it should have been harmless. There's an investigation to find out why it exploded. The military is looking into it.
