So I know this isnt much to work with, but there was a song I heard all of the time when I was in South America this summer. The time period for the song would be approximatly early June to early August I heard it. The singer is a woman, it had horns and a latin beat, but it was played on stations that provided a mix of American and Latin pop. It had more of a pop feel than a straight latin feel and it certainly was not Shakira. The two countries I specifically remember hearing it in were Argentina and Costa Rica.

Oh, important detail, our radio stations here do not have much in the way of international music. Im sure I can try to find an online station, I would just like a list hopefully of female artists who had hits out around that time. I would also like to say I am fairly sure I heard it in Venezuela as well, but I cannot say for certain.

Ditto w/ vintageprinc...... but if ur sayin that u heard it in Costa Rica & Argentina, then more than likely it was either Salsa or Bachata. Im from Puerto Rico, and we mostly listen to that genre of songs. So yea maybe u can listen to it sometime and try to catch a word or two that are bein said and then I can help you out.

Wow, you gotta give more details than that. Maybe you can listen to a Latin American radio station over the internet and hope that it comes on, scribble down some lyrics or check the title on the staion. If it's a popular song, chances are you'll be able to find it.
