Because the area that each tower controls is called a 'cell' and calls are passed off from tower to tower as you move around. This 'cellular' technology is what made portable phones feasible in the first place.

Eggman has the right answer. In detail, each tower usually has more than one antenna that cover different areas(cells), meaning that one tower can cover different cells where there is a restricted range of frequency that can be accessed by the mobile phones in that cell.
