It is going to depend on where you are located and the quantity you want. I am assuming you are thinking of doing a Christmas tree retail lot so will need many trees.
I am in Sacramento California and I purchase mine from growers in Oregon. We just made a trip up there and toured several farms. There is a large difference in quality between some farms, and as to be expected there is also a broad range in the priceing.
So to answer you directly, find a grower who is closest to you (this will save on shipping), and buy the lowest quality trees they have. I have found that small farms will negotiate lower prices than the big guys, (they are hungrier).
