When you format, you erase all data from the hard drive. Then, Windows XP (or other operating system) will need to be reinstalled using the product CD. If the computer does not have a CD-ROM drive that support bootable media, a startup disk is needed along with the CD.
Most importantly, if you don't own a product CD for Windows XP, do not format your hard drive. You will not be able to operate your PC until then. An exception to this is a pre-configured PC (such as Dell, Gateway, etc) that has one or more "recovery" or "emergency" installation CDs.

If you've formatted the hard drive , yes you have to reinstall Windows XP. During the installation it will ask what type of partition to create from then on it is self explanatory.

Now that the hdd is formatted you have to set your pc to boot from the XP CD by setting your bios for that. On reboot The XP CD will then walk you through the complete installation of the Windoze system and install the complete Windoze system on your system along with required device drivers, etc.
Be sure to have any CDs for peripheral equipment drivers ready at hand.

You have to install it, which means that you have to have a bootable CD or other form of bootable media to install it from.
As I just said in the previous question, really, do not do this unless you know what you are doing. You could really mess up your computer.

no it does not reinstall by itself. you either have to buy the installation disk (about $200), or if you have a recovery disk of some sort.
