I did just that just yesterday here in Japan. a 50's male came into my train with a lit cigarette. He finished it without complaints from others sitting nearby. I was upset at their passiveness, but as i was sitting farther away did nothing until the guy went to light up another!
Jumping off my seat, I said loudly in Japanese that he couldn't smoke on the train. We argued back and forth for about 5 minutes before he finally agreed to ot light his smoke.
In Japan, it is all too common for peoples to ignore the bad things that others do. It makes me so mad! I'm always the one who says something because no one else will.

Politics.
For example: Most of us believe that taxes are too high. So why does no one actually run for office wanting to only cut taxes? They would get a lot of votes, especially mine.
The answer: Politically, it is suicide, because cutting taxes means cutting jobs and programs that many depend on for a living.
This occurs in social circles also. If it is not a popular idea, our friends will make fun of us or shun us out of the circle.
A lot of people do stand up for what they believe by voting with their pocketbook. If one does not like something, he/she will not buy in to it.
In my opinion, most people choose to watch or listen, rather than dis-respect what other people believe whether it is wrong or right. We are not likely to get involved in a movement unless it affects us directly. A good example would be the organization: Mothers Against Drunk Driving (MADD).
Drunk driving laws nation wide were very lax until this organization was formed by a mother that last a child to a habitual drunk driver.

Some people are scared that they'll be alienated if their beliefs differ from their friends or family. Sometimes they think no one will listen to them or people will make fun of them .
Others are just too lazy to take a stand.
And, there are also those people who want to, but really don't know how to go about it all. Of course, there are many other reasons, too.

Actually, there are people that do "make a stand for what they believe in", its just that you don't often see them in the news.
Even if you don't see them protesting in the streets over every little issue, they do exist and act on their values and beliefs in ways that aren't as blatantly obvious. As you might presume or expect.
You don't need to be a screaming lunatic or extremist fanatic to prove that you have values and beliefs.
Why are you looking for scapegoats to target and stalk for your own pleasure?
You do know that stalking is illegal here in the states, also inciting hostility towards innocents is also a hate crime in certain states.
All the FBI has to do is run a trace of your ISP address and keep an eye on you, till you mess up or get careless.

There are people that do. Unfortunately, though, a great many people need somebody with some salesmanship to come along and convince them that what they feel is right is really right, and that their beliefs are indeed worthwhile. Until that happens for them, those people are driven more by doubt that conviction.

I stand up for my beliefs everyday of my life. However, my beliefs may not be similar to yours and therefore we have conflict. I wish we could all just get along, differences as well, but as this Administration has shown us, it's not possible.

Many people do, if your not interested in what they believe you forget what they said as if they said nothing.
The real problem is No one knows what is Right because until it is over your can not see right or wrong. Many say the war is bad, but if the wars stops the bad guys forever then they will say it is good.
Until it's all over you can't tell if it was good or bad. You say what you like or don't like but that is not the same as Right or Wrong.
