is there a proper abbreviation for a time minute. can I say that 30 minutes is 30" or should it be 30'

I would just go with min.

The abbreviation for minute, is Min. 30" is inches, 30' is feet. 30 Min. is minutes.

Well I don't know but if you say 30" that would be 30 inches, and if you say 30' that would be 30 feet. You could probably say :30. I don't really know though.
