you must be an administrator to do this task .You can set any policy with gpoedit.msc or you can use template.

Set up yourself as the administrator.

Set up a group with only user rights (not administrator)

Join any users to this group. Make sure they are not also a member of the adminstrator group.

Don't allow the user to have administrative rights or any rights to write to the installation disks. Then have the data disk separate.
