I won't give you the answer, but I'll show you how to do it for yourself.

To calculate percent increase, find the amount of increase and see how much a percent that is of the original amount.

Here's another example problem to show you how it's done:
Joe's Burger shack normally sells 300 hamburgers a month. Last month, Joe's sold 400 hamburgers. What was the percent increase in sales?

Answer:
During the month in question, the shack sold 100 more hamburgers than usual. So the question is "What percent of 300 (the normal amount of hamburgers) is 100 (the increase in the amount of hamburgers)?"

Another way of asking this question is "What percent of 300 is 100?"

If we translate that question into mathematical symbols, we get
x*300 = 100
and we can solve for x, giving 100/300 or 1/3 -> 33 1/3 %

I hope this example is helpful.

30 = x% of 60.

or, 60x = 30

(divide both sides by 60)
60x = 30
--- ---
60 60

(reduce the fraction)
30/60 = 1/2 (also known as 50%)

x= 50%

answer: the bill increased by 50%.
