To find a specific person, I use anywho.com. You can search by last name in a specific city, and it will find variations of a first name or partial first name. You can also do a reverse lookup of phone numbers. The database is not complete but is pretty good. You can also simply "google" their name--try adding additional search criteria such as the company they work for, the city they live in, where they went to school, their profession, etc.
