Jim T. you are right that the Circle Jerks sing both those songs but I meant for them to be two seperate excerpts, or for the first one to be the Black Flag version.

There are, however, 2 songs.

The first "verse" (four lines) are "Wasted."

The next four verses are "Beverly Hills"

Both songs are from the "Group Sex" album, but I suspect that you are refering to a compilation disk which contains the two, in that order, and butted against each other without enough of a break. The tempo change should have been your first indication.
