I wanna know what can make breast veins more noticeable? Can heat do it? Any other factors? What health reasons can make them noticeable?

white skin and less exposure to the sun..... will reduce that color of your skin to a bit transparent
it is genetical.... i presume..
ooooo you mean that body builder? less fat in the skin tissues and overworked in over weight lifting...
ps: some call it varises
