There is some cat-off spray you can buy at the pet store. Usually sprayed on furniture, like a sofa, to keep the cat from using it as a scratching post. I guess if you use enough of it, that ought to do solve the flower problem for a while. Spray some around the outside of the flowerbeds and see if it works.

They have stuff called Cat Away that you mix into the soil to keep cats from doing their business in your yard. If you can't find that particular brand, ask your local nursery if they carry something similar. We had the same problem with cats in our neighborhood, the stuff works great!

cats look for soft soil to crap in. they want to be able to dig easily. you could add some clay to the soil and then water it so it will dry hard, or you can put some softer soil down somewhere else. or maybe you could bury some mousetraps if you want a bit of fun.

Put a trail of catnip away from the path the cat usually comes and direct the catnip trail away from the flowers.
Then drop the cat off at an animal shelter. (anonymously) so your neighbor can keep it inside.

My old neighbor - the Cat Lady (she had like 12 cats) told me to spray that new Orange Spray Cleaner they have at walmart. Its supposed to be all natural - it smells like oranges - and cats apparently hate it. Spray it in your garden and it will keep the cats out of it.
