It helps him fly easily. It is not only Superman who wears tight clothes. Spiderman, Batman, Phantom etc. wear tight clothes.

Another possibility: He's got a lycra fetish and really enjoys checking himself out in front of a mirror.
On a more pragmatic note: That's how he was originally drawn.
Btw, capes don't help to reduce wind resistance. It creates drag.
