An electrical contractor. The rod has to be connected to the houses electrical panel box, where all the breaker switches are or in some cases fusses. Look in the phone book.

A licensed electrical contractor. It will need a proper ground. Do you mean lightning rod or grounding rod for your electric meter and circuit panel box? Either way its an electrician.
