Men look at women's breasts because for what ever reason, probably biological, virtually all men are attracted to women's breasts. I personally like to see women's breasts
Now as for just staring, I think that a man should be polite an avoid leering at women and or women's breasts.

Because we don't have them.
Also because we are coded that way by nature. Breasts are a sign of fertility. Healthy breast= Healthy Woman = Healthy Babies. Trust me we are not thinking that when we look. We are mostly thinking...booooooby.
I would suggest two things...1: Wear a sweater or 2: Be thankful that the guys who stare have just shown you they you don't want to date them, simple weeding out process.

That's what breasts are for! They evolved in order to attract men when we became bipedal. Before then, we attracted males by swollen glands in our rear ends. If you complain about that, then you should either get them cut off or wear a potato sack. Because for those who are attracted to breasts, when you see a nice pair you can't help but stair.

I get so po'd when females trip over this. Breasts are a part of
the body. WHAT is so wrong about looking at them? The guys
are not rubbing them. Staring is his priviledge.

Women have breasts thet stay full all the time to attract males, most other mammals get flat chested when not nursing. Be thankful for that! and because they are so nice!

well, usualy breast I stare at are dressed for the part. If you dont want us to look dont wear a shirt with a slogan right across them. tight stuff, lots of clevage says you want us to look

Sometimes because they are boorish, sometimes because there is so much of them hanging out to see.
So blame some guys for being single minded pigs, and some women for dressing in a fashion that casts a bad shadow on you.

Because breasts are regarded as a female sexual organ in our culture, and women who do things to their breasts to deliberately attract male attention (whether it's a padded bra or silicone implants) are going to have to expect men to look at their chests.
