average car around 200 per tire if you bring in your own springs
springs need to be tighten to be taken out and new shotrer ones are put in or clamps are put on the spring to shorten the spring

choose as best thanx

It depends on how many corners you're willing to cut. Cutting the springs would be free if you do the labor yourself, but the handling may get worse. Lowering springs alone often run around $200-300, but installing them without performance struts usually makes for a bouncy ride and poor handling - you can easily make things worse than cut springs. Lowering springs plus peformance struts will run you around $600-700 and is what I would recommend if you want better handling instead of just looks.

Dont waste money lowering a crappy car. I went to high school with a bunch of guys who wasted all their money on parts for their crappy 90's hondas. Then they wondered why they didnt have any money for college. Save the fancy tricks for when your a bit older and can afford a nice car to begin with.
