They want to get odd-ball answers so that it is interesting and even shocking news to the viewers. More intellectual people tend to give dull responses or simple yes and no type answers.
Of course, that is not necessarily true on Yahoo Q & A!

because a lot of the news stories happen in the bad parts of towns where the people may not be very educated.

Oh God I know! There could be an intelligent person standing dead in front of the camera and they also walk up to the person with no teeth or grammatical skills.
