I'm noy sure why, but the wife has been hinting about joining them and doesn't seem to be getting the hint. Otherwise she is a very nice normal person. I posted this issue differently, but no answer and it's kind of freaking me out so I thought I'd try a different post.

RacerX is right. It is a very private lifestyle. Not many swingers would actually be reckless enough to try and swing with their own neighbours, either. I mean, if that didn't work out, you have to LIVE next to these people until somebody moves! Are you ready to pay $10K in realtor and lawyer's fees to move to get away from them? I think not. It's called the "Don't sh*t where you eat" rule.
If it's freaking you out, tell her so. The next time she drops a hint - and I'm assuming you and your hubby are totally NOT into this sort of thing - say, "OMG Jane, you're freaking me out. You sound like you're trying get us to hook up with you and Dick for a foursome or something!" At this point, you can let her know what you think of swinging...which I won't put words into your mouth for. Simple honesty is usually best, and use humour to break the tension. It's not a big deal. They're interested. You're not. End of story.

Just tell your neighbor "Jane, I think I'm getting the idea that you want Bob and I to swing with you two, and I just have to tell you that we are not that way and it is really beginning to wear on our relationship as friends an neighbors. So I'd appreciate it if you'd cool-it with the innuendo and hints."
She should get the hint.
Also, they are abnormal for swingers. Most swingers would never really come-on to someone they know isn't. Even in the Lifestyle pushy people are looked-down on. 99% of the time you would never even know they were a swinger. Contrary to public preception, swingers aren't out there trying to have sex with everybody 24/7. It is a very private lifestyle.

I agree that you need to tell her that you do not want to do that, but I don't think you need to have your husband there. However, I would mention to your husband that she has hinted at this and that you are going to tell her that you are not interested. I believe that you shouldn't keep things from your husband...even if he does get mad, at least it's out in the open. You wouldn't want him to somehow find out from someone else that this took place.

Quit 'hinting' and tell her outright that you don't do that. Some people don't get hints. Make sure your hubby/bf tells her too, or is at least with you when you tell her.
